Governance |
|
The National Academy of Agricultural Research Management (NAARM) was established in 1976 as a constituent institute of the Indian Council of Agricultural Research (ICAR), New Delhi. The ICAR is an autonomous organization under the Department of Agricultural Research and Education, Ministry of Agriculture, Government of India. |
| The Mandate of the Academy is: |

To be an integrated school of agricultural management focusing on creation, dissemination and application of knowledge through its education, training, research, consultancy and policy support programmes;

To serve as an apex clearing house for collection, compilation, documentation and dissemination of innovative learning resources and practices in agricultural management followed in India and other countries;
- To facilitate the organizational renewal of the NARS and management of change;

To serve as a Think Tank for the NARS and provide research-based expert inputs and advice to agricultural policy makers, planners, administrators, and others;
- To emerge as global thought and knowledge leader in agricultural management;

To establish and foster functional partnerships and effective networking with leading management institutes of the world in order to emerge as global thought and knowledge leader; The executive head of NAARM is its Director. He is supported by a Joint Director / Dean and faculty comprising several senior level Professors/Scientists, and a number of technical and administrative personnel. The Administration, auxiliary and supporting personnel help in attaining Academy’s mandated objectives of teaching, training, research, consultancy, policy support and in executing other related programmes and activities. The Academy is guided by an Institute Management Committee (IMC) and a Research Advisory Committee (RAC), both constituted by the ICAR. The organogram of the Academy is given in Fig 1.

The Academy is organised into six Divisions and 30 faculty members.The six academic divisions are:

- Extension Systems Management(XSM) Division.
- Human Resource Management(HRM) Division.
- Information and Communication Management(ICM) Division.
- Research Systems Management(RSM) Division.

the RAC (Table 1 ) and IMC (Table 2) comprise eminent scientists and research managers, experts in management education, eminent persons from developmental agencies, and administrative personnel, drawn from within and outside the Academy. There are also Institute level Academic and Research Councils to guide the training and research activities of the Academy. To effectively implement its mandated activities, the Academy is organized under three Divisions, supported by various centralized services.

- Dr. Surender Lal Goswami, Director (Research), National Academy of Agricultural Research Management (NAARM) Hyderabad has over 35 years of research and teaching experience in the field of Animal Genetics and Embryo Biotechnology.
- Born in 1952 Dr. Goswami had an illustrious academic carrier and had his Masters and Ph.D. in Animal Genetics and Breeding from National Dairy Research Institute in 1975 and 1984 respectively and has subsequently been trained at CCMB, Hyderabad, University of Galway, Republic of Ireland, Animal Biotechnology Cambridge Ltd. Cambridge, UK, University of South Carolina, Columbia. USA and Colorado State University, Fort Collins, USA. He also visited Russia as a visiting scientist.
- Dr. Goswami has vast Administrative experience since the positions held by him during the last ten years include Joint Director (Research), NDRI, Principal Scientist (Biotechnology) & Officer In charge Animal Biotechnology Centre, & Principal Scientist (Animal Genetics & Breeding). Responsibilities of these positions included Research, Teaching and Guidance of Post-Graduate Research, Management (Research, Academic Activities and General Administration), Creating Infrastructure for Research and Development and other assignments in various Institute / National level Committees, Training and Extension.
- He has guided 12 Ph.D. and 11 M.VSc. students and has carried out several externally funded research programmes till date. Dr. Goswami is a recipient of several coveted awards including the prestigious Jawaharlal Nehru Award of ICAR, Dr. G. B. Singh Memorial Award, FAO and World Bank Fellowships. He is Fellow of National Academy of Dairy Science, India. Several of his students have been awarded with Young Scientist Award/ Outstanding Scientists Awards being conferred by different National and International Scientific Bodies. He has served on several important National Task Forces/ Committees including BDT Task Force on Nutritional Biotechnology and Planning Commission’s sub-committee on Animal Husbandry & Dairying for XII plan.
- Dr. Goswami’s research interest has been in the areas of Livestock Cytogenetic, Genetics of Gametes, Embryo Biotechnologies, Genetics of male fertility, Gene Mapping and Animal Genomics. He has completed 20 research projects.
- His work in Livestock Cytogenetics included pioneering work in delineation of the chromosome profile of various breeds of cattle, buffaloes, goats, and birds. He characterised heterochromatin distribution in chromosomes of cattle, buffaloes and goats and Nuclear Organiser Region (NOR) profile in the buffalo chromosomes. Chromosomes of multiple births in buffaloes were reported for the first time. As an indicator of the effect of environmental pollutants on chromosome architecture of animals, frequency & distribution of Sister Chromatid Exchanges (SCE) in chromosomes of various livestock species were determined. His work on SCE was recognised while awarding him an assignment of National importance to monitor the genetic damage to the animals exposed to MIC due to Gas Leak Tragedy at Union Carbide Plant at Bhopal in 1984.
- During late 1980s he initiated work on Embryo Biotechnologies. The IVF procedure in Buffaloes was standardized and sexing of pre-implantation embryos was perfected. Sperm chromosome analysis using zona-free hamster oocytes in cattle and buffaloes were reported for the first time. Several tests for in vitro evaluation of bull fertility were standardized. Rrecently birth of four goat kids from in vitro produced embryos was reported for the first time in the country.
- Dr. Goswami has developed a state of the art research facility in the form of Animal Biotechnology Centre at NDRI Karnal, which has attracted national & global attention for successfully producing world’s first cloned buffalo calves under his mentorship. He provided proactive leadership to about 175 scientists at NDRI for about six and a half years resulting in bagging externally funded projects to the tune of 66 crores of rupees and commercialization of several technologies.
- Dr. Goswami has to his credit a large number of publications including 70 research papers published in refereed National and International journals, 172 research short note/ /short communications to seminar symposia, 3 Compendia, 2 Book (edited), 34 contributions in different book chapters, manuals/ Compendia and 63 Gene bank Accessions. Besides these, he has been invited to make lead presentations in several International and National conferences.

CRITERIA FOR GD / PERSONAL INTERVIEW |
|
- Norms adopted for calling the candidates for Group Discussion/Personal Interview. (It has to be strictly in order of merit)
- All scores were converted into percentiles with the applicant having maximum score in respective examination was considered as 100 percentile.
- In case of applicant(s) who appeared in more than one examination, maximum percentile was taken into consideration.
- These normalized scores will be given 40 percent weightage for final selection.
