1.The particulars of its organization, functions and duties

With the felt-need for an institution to provide relevant management training in agriculture, the expert committee, appointed by the Government in 1973, recommended the setting up of a ‘National Staff College for Agriculture’. On the basis of this recommendation, the Indian Council of Agricultural Research (ICAR) established the ‘Central Staff College for Agriculture’ (CSCA), at Hyderabad, in September 1976. Keeping in view the importance of its role at the national level, CSCA was upgraded and rechristened as the ‘National Academy of Agricultural Research Management’ (NAARM) in 1979. The establishment of NAARM, coincided with the adoption of progressive personnel policies at ICAR through the introduction of Agricultural Research Service (ARS). This was a major landmark in the history and growth of National Agricultural Research System (NARS) in India.Since its inception, the Academy has undertaken the onerous responsibility of improving the vast NARS manpower towards making it more relevant, responsive and competitive. Different modes have been adopted. These are: training programmes, workshops, group discussions, and seminars in the areas related to agricultural research and education management. Its scope has been further widened to encompass tailor-made training especially for the international participants from the developing countries in Asia, Africa and Latin America. Research on management problems has formed another major activity of the Academy. This has provided an input for improvising training and the policy support. The Academy functions as a think-tank to provide policy support on the various issues related to personnel, O & M reforms, HRD, assessment system, and others, all of which are aimed at improving the overall efficiency and effectiveness of the NARS. NAARM has been developing itself into a resource centre for management needs. On the strength of the experienced expert faculty, the Academy has started offering specialized consultancy services in the areas of its mandated activities.

The Academy strives to generate a sense of fraternity and inculcate a scientific work culture amongst the agricultural scientists in the country. Being a unique institution of its kind, the Academy is well poised to augment its usefulness and aims to emerge as an institution par excellence to facilitate and support a culture of dynamic management in agricultural research and education.

Committed to promote professionalism in the management of agricultural education, research and extension programmes and agri-business, and enhance the efficiency, responsiveness, and performance of the National Agricultural System (NAS)

Mandate

The mandate of NAARM has undergone periodic changes to keep pace with the emerging needs. The mandate of the Academy, as per the ICAR publication on Mandate of ICAR Institutes (1994), is reproduced below.

  • To organize and conduct training programmes in agricultural research management for the scientists at various levels.
  • To build high quality resource material in agricultural research management based on actual field experience.
  • To undertake systematic review and study of management problems of agricultural research institutes, programmes and systems.
  • To plan, organize and conduct workshops and seminars in research management and educational technology.
  • To organize, liaise and co-ordinate programmes of international co-operation in the field of agricultural research management.
  • To assist the State Agricultural Universities in developing Regional Centres of Management to cater to the needs of human resource development.

Over the years, the Academy has grown to impart training, which encompasses need-based research, and also to function as a resource centre by providing facility for management of agricultural research and education. Several other activities such as consultancy, policy support, partnership, and institutional linkages are also gaining more prominence than realized hitherto. Appreciating the importance of management research in agriculture as a critical function for providing technical backstopping for need-based training as well as policy support to NARS, the 4th QRT had laid a greater emphasis on short-term research at the Academy. In view of these developments, the following revised mandate is stated.

The Academy is mandated to enhance the efficiency and effectiveness of NARS through:

  • Training, research and consultancy;
  • Developing NAARM as a think-tank for organizational renewal and management of change;
  • Strengthening partnerships, linkages and networking at national and global level;
  • Providing policy support to apex agencies; and
  • Enabling development of need-based regional management capabilities in agricultural research, education and extension

Objectives

Commensurate with the mandate, the following objectives are set for the Academy: 

  • To plan and organize need-based, multi-tier, stakeholder-driven and customized on-campus and off-campus training programmes;
  • To improve management of agricultural education and enhance teaching-learning effectiveness;
  • To  facilitate technology dissemination management through innovative Information and Communication Technology (ICT) tools;
  • To undertake research, offer consultancy and manage dialogues to backstop training and provide policy support to NARS;
  • To develop suitable management tools, practices and processes for facilitating organizational effectiveness;
  • To assemble quality resource material and function as a repository of information and ideas;
  • To promote facilitative work culture for fostering creativity and innovativeness;
  • To improve administration and financial management;
  • To forge and strengthen partnerships, linkages and networking at regional, national and global levels for the stated objectives; and
  • To take up other related activities for fulfilling the mandate from time to time.

Organizational Structure

The Academy is led by the Director. There is a provision of two Joint Directors - Joint Director (Training) and Joint Director (Research)*. The faculty comprises several senior level scientists who are supported by a number of technical and administrative personnel. Administration, auxiliary and supporting personnel help in attaining Academy’s mandated objectives of training, research, consultancy and related programmes and activities.The organogram of NAARM details the organizational structure of the Academy. 

Role of NAARM

NAARM has the responsibility of bringing about management excellence in the NARS by organizing relevant training programmes, workshops, and seminars in the priority areas of agricultural research and education management. Its scope has also widened to lend its expertise to impart training to the international participants from the developing countries. In order to provide technical backstopping to various programmes organized by NAARM and also to lend policy level support to ICAR, the Academy undertakes research on management problems associated with agricultural research and education.  The Academy also functions as a repository of ideas and information, and acts as a clearinghouse for the dissemination and utilization of such information.  Being a unique institution of its kind in India, the Academy is looked upon as a `model’ by the developing countries.

The Academy is entrusted with the challenging task of meeting the management training needs of vast qualified scientific manpower of the country as recommended by Third Quinquennial Review Team (QRT-3). It also has to address research gaps in the management of agricultural research and education. Given the magnitude and importance of this task, the Academy is fully equipped through its team of excellence to strive hard to infuse the true management culture in the individuals and institutions engaged in agricultural research and education in the country.

Programmes and Activities

1. Training

Training is the most vital function of the Academy.  Considering the size of manpower and their varying needs across the NARS, various training programmes are organized by the Academy.  These programmes are conducted in a utilitarian mode with a right mix of knowledge and skill including hands-on experience, in the following categories.

  • Entry level courses:These are meant for the newly recruited scientists of ICAR (Foundation Course for Agricultural Research Service), teachers of SAUs, administrative, accounts, and technical personnel in the system.
  • Refresher courses: These programmes are meant to constantly update the in service scientists and teachers with new knowledge and management skills to meet newer needs.
  • Specialized programmes: The senior level scientists and teachers, who are prospective leaders, are provided specialized training in research and education management, based on specific functions and requirements of future leadership positions. These programmes are mainly meant for exposure to emerging areas as well as for skill development.
  • Management development programmes: Comprehensive management development programmes are organized for the newly recruited Heads of Division, Joint Directors, Directors, and other Research Management staff prior to their taking-up their new responsibilities.
  • Executive development programmes: With more and more decentralization of decision-making becoming a reality, these programmes familiarize the responsible senior functionaries, occupying the research management positions, with the pragmatic application of management concepts for realizing improved efficiency and effectiveness of research and educational institutions.
  • International programmes: These programmes provide opportunities for improving international collaboration and networking; they make available the expertise developed at NAARM for the benefit of agricultural research scientists and academicians in the developing countries; and they encourage bilateral co-operation in the field of research and education management in agriculture, besides revenue generation.
  • Off-campus programmes: As per the needs of the clientele organizations, both within and outside the country, specific tailor-made programmes in core areas are offered for national and international participants.
2.Research

The management problems encountered by the ICAR Institutes and the State Agricultural Universities primarily form the basis for undertaking research. Policy issues requiring attention of planners and administrators for the effective implementation of various agricultural programmes are considered in formulating the research projects. Besides the core-funded research, the Academy undertakes inter-institutional projects, collaborative projects, and externally funded research projects.

The quality resource materials and the databases developed through research studies provide necessary backup for training, in addition to providing essential guidelines for long-term policy perspective for the NARS.  Research is undertaken in areas such as management of human resources, education technology and management, management of research, systems and technology, management tools and techniques, and information and communication systems.

3. Facilitating dialogues towards policy support

Workshops, seminars and conferences are mechanisms for bringing together senior-level functionaries and policy makers to a common platform for the sharing of ideas and experiences, and for detailed analysis in many areas of topical interest relating to research and education management.  The recommendations emerging out of these deliberations provide policy guidelines for the NARS.

4. Consultancy

Over the years, the Academy has developed expertise and has provided consultancy services to institutions within the country and abroad.  Consultancy facilitates to meet the client needs as well as to generate resources for the institution.  It also provides an added avenue to optimize the full potential of the expertise of the faculty members. The consultancy programmes follow Council’s guidelines such as Johl Committee recommendations. The NAARM faculty has demonstrated an expertise in such areas as research prioritization, evaluation and assessment of projects, development of information systems, assessment of higher education, IP-management, impact assessment of mega projects, development of funding proposals and manpower development.

Infrastructure and Logistics

The Academy is situated at Rajendranagar, under Cyberabad Police Station, about 18 km away from the city of Hyderabad. The Academy is established in a green serene, sylvan and sprawling campus of about 50 hectares. It is surrounded by other reputed central institutions like MANAGE, NIRD, and ANGRAU.

The Academy, over the years, has steadily built infrastructure and logistical facilities, commensurate with its requirement to provide training and to pursue its research, consultancy and programmes for capacity building of NARS and other professionals around the globe.

  • Faculty Block, Academic Block, Administrative Block, and Conference Hall
  • Video laboratory
  • Computer, Multimedia, ARIS, and Server labs
  • GIS laboratory
  • Organizational Behaviour, Audio Visual, and Communication labs
  • Library and Documentation center
  • Medical and health center
  • Guest houses and Trainees living facilities
  • Housing and residential quarters
2. The powers and duties of its officers and employees

Powers

NAARM is a Unit of the Indian Council of Agricultural Research (ICAR).  Director of the institute shall exercise such powers for their functioning as are delegated by the Governing Body or any authority of the ICAR.  Powers are delegated t the Director vide ICAR letter No. F. 11(4)/75-Cdn (A&A) dated 1.4.1977 and modified vide order No. 6-2/90-Cdn (A&A) dated 4.2.1993, 28.5.1993 and 23.9.1994, OO No. 6-3/92-Cdn (A&A) dated 28.7.1992.

The Joint Director and Heads of Divisions are delegated powers as per OO No. 6(1)/95-Cdn (A&A) dated 21.11.1995 and 21.5.1996.

Duties of Joint Director
  • To plan/organize training programmes in the area of Agricultural Research Management
  • To coordinate the work of different units of the Academy
  • To plan/coordinate research programmes and undertake case studies in the area of Research Management
  • To provide consultancies to Universities/Research institutes
  • To carry out duties as may be assigned from time to time by the Director of the Academy or any authority delegated power in this regard
Duties of Heads Of Divisions
  1. Agricultural Research Systems Management and Policies Division
  2. Information and Communication Division
  3. Human Resource Development Division
    • To guide, lead, and contribute in training/research/consultancy in the areas of i) Agricultural Research Systems, Project Management and AgriculturalPolicies; ii) Information andCommunication Management, Computer Application and Networking, and Agricultural Statistics; iii) Human Resource Development, Educational Technology, and Educational Psychology
    • To facilitate in bringing about inter-institutional linkages and collaboration
    • To carry out duties as may be assigned from time to time by the Director of the Academy or any authority delegated power in this regard
3. The procedure followed in the decision making process, including channels of supervision and accountability
The Director is assisted in the execution and implementation of various programmes by two Joint Directors (currently one Joint Director is in position) three Division Heads, Chief Administrative Officer, and Finance and Accounts Officer. The Academy is organized into three functional divisions, viz. Agricultural Research Systems Management and Policies, Human Resource Management, and Information and Communication Management.  The Administration and Finance Sections of the Academy provide the needed support The Institute Management Committee (IMC) guides and supports the Director by periodic review of programmes and approval of investments in new areas of research and education, training programmes, workshops and seminars.   The Research Advisory Committee (RAC) and Staff Research Council (SRC) provide broad guidelines and assist in developing and implementing specific research programmes and projects.

4. The norms set by it for the discharge of its functions
The norms are set by the ICAR Headquarters, New Delhi.  The various functions carried out by the Academy are indicated in the mission, mandate, and objectives of the Academy, outlined in the section (i) on “The particulars of organization, functions, and duties of the NAARM”.
5. The rules, regulations, instructions manuals and records, held by it or under its control or used by its employees for discharging its functions
NAARM is a Unit of ICAR, New Delhi. ICAR follows GOI rules mutatis mutandis, besides Agricultural Research Service rules, Technical Service Rules specially designed for Scientists and Technical personnel in ICAR. The Academy follows the rules, regulation, and instructions as followed by ICAR, and as indicated in the manuals and records of ICAR, New Delhi.

The Academy is guided and supported by Institute Management Committee(IMC) and Research Advisory Committee (RAC). 

Both the IMC and RAC have two members in its composition who are drawn from the public, who take active part in the deliberations and decisions of these committees.

 

The IMC guides and supports the institute by periodic review of programmes and approval of investments in new areas of research and education, training programmes, workshops and seminars.   The Research Advisory Committee (RAC) and Staff Research Council (SRC) provide broad guidelines and assist in developing and implementing specific research programmes and projects.

The particulars of facilities available to citizens for obtaining information, including the working hours of a library or reading room, if maintained for public use

The information about the various details of the Academy are put up on the NAARM
website, http://www.naarm.ernet.in

This information, put up on the web, is accessible to the public.

The library of the Academy is kept open from 0900 hrs to 1630 hrs.  The library is open to all the participants undergoing training at the Academy and also to the various scientists and teachers working in the National Agricultural Research System.

All major and minor works of the Academy are being executed by the Central Public Works Department (CPWD), which is a Government construction agency. Besides, the Academy will also keep the notifications for calling quotations available on this Website.

Recruitment

Direct recruitment positions of X plan are filled through ADRP (Annual Direct Recruitment Plan) approval. Projected positions of XI Plan which are going to be approved will be taken up for recruitment as per the recruitment rules of ICAR. The same shall be filled by giving wider publicity including display on this Website.

Mode of seeking information:

The relevant provisions of the Act towards charging fee are as under:

1. A request for obtaining information under Sub-section (1) of Section 6 shall be accompanied by an application fee of Rs.10.00 by way of cash against proper receipt or by demand draft in the name of the 'The ICAR Unit A/c NAARM, Central Bank of India, NAARM Branch, Hyderabad payable at Rajendranagar, Hyderabad.

2. For providing the information under Sub-section (1) of Section 7, the fee shall be charged by way of cash against proper receipt or by Demand draft payable to the 'Accounts Officer, National Academy of Agricultural Research Management' at following rates:

a) Rs.2.00 for each page (in A4/A3 size paper) createdor copied
b) Actual charge or cost price of a copy in larger size paper.
c) Actual cost or price for samples or models; and
d) For inspection of records, no fee for first hour; and a fee of Rupees 5.00 for each fifteen minutes (or fraction thereof) thereafter.

3. For providing the information under Sub-section (5) of Section 7, the fee shall be charged by way of cash against proper receipt or by Demand draft payable to the ''The ICAR Unit A/c NAARM, Central Bank of India, NAARM Branch, Hyderabad payable at Rajendranagar, Hyderabad at following rates:

a) For information provided on CD Rs.50.00 per CD; and
b) For information provided in printed from at the price fixed for such publication or Rs.2.00 per page of photocopy for extracts from the publications.
